Amends Act 95-119 of the 1995 Regular Session to authorize Lawrence County to use excess court cost proceeds for courthouse renovations in addition to county jail funding.

Court cost fees collected by clerks shall be paid into Lawrence County's General Fund and used for planning, designing, construction, financing, furnishing, equipping, and operating a new county jail.

Any funds exceeding the amount needed for county jail debt service may be used by the Lawrence County Commission for the Lawrence County Courthouse and annex buildings, including planning, designing, construction, financing, furnishing, equipping, maintenance, and renovation.

Lawrence County Commission may set and adjust fees by resolution within limits authorized by this act based on needs associated with both the new county jail and courthouse or courthouse renovations and annex buildings.

The act becomes effective on the first day of the third month following passage and approval by the Governor, or otherwise becoming law.
