Judge of probate in Winston County may send motor vehicle, boat, and business license renewal applications by mail or electronic means to previously licensed persons.

Licensee signature on application and proper payment constitute sufficient authority for judge of probate to issue and return license by mail or electronic means.

County commission may establish a fee up to $3 for mail or electronic renewals to cover administrative costs, collected by judge of probate and paid to county general fund.

Act becomes operative only if approved by majority vote of qualified county electors at next general, primary, or special election; effective October 1st following affirmative election results.

Judge of probate must certify election results to Secretary of State; if voters reject the measure, act has no further effect.
