• Proposes a constitutional amendment to change Jefferson County Commission from five members elected from five districts to four members elected from single-member districts plus a separately elected chair.

• The chair shall be elected county-wide (at-large), preside over commission meetings, and vote only in case of a tie; each commissioner must be a resident of their district and the chair must be a county resident.

• Jefferson County Commission shall adopt a redistricting plan creating four districts of approximately equal population following the release of 2010 federal census figures, using procedures outlined in Section 11-3-1.1, Code of Alabama 1975.

• All elected officials shall serve four-year terms, with the new district structure becoming operational at the next general election following the 2010 census population release.

• Amendment election shall be conducted according to Amendment 555 to the Alabama Constitution and state election laws, with ballot language describing the proposed changes to Jefferson County Commission structure.
