Prohibits the sale of beer, malt, or brewed beverages containing caffeine or any central nervous system stimulant.

Defines beer as fermented malt beverages containing between 0.5% and 13.9% alcohol by volume, excluding those with caffeine or stimulants.

Establishes that selling prohibited beverages constitutes a Class C misdemeanor punishable as provided by law.

Authorizes the Alcoholic Beverage Control Board to adopt rules under the Alabama Administrative Procedure Act to implement and enforce the act.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
