Amends Section 45-2-244.183 of the Code of Alabama 1975 to modify the distribution of Baldwin County privilege license tax revenues.

Maintains 75% distribution to county general fund, with $100,000 annually appropriated for the Baldwin County Legislative Office operations and member travel (capped at $2,000 per member per year).

Allocates 25% of tax revenue equally between Fort Morgan State Historic Site (for capital outlay only) and Historic Blakeley Authority.

For Historic Blakeley Authority, establishes a four-year transition period: first four years allows 50% for capital outlay and 50% for operations; next two years allows 75% for capital outlay and 25% for operations; thereafter 100% for capital outlay.

Requires both entities to submit master plans for capital outlay and annual budgets; disbursements made quarterly and subject to county commission approval and audit by the Examiners of Public Accounts.
