Establishes the Garrett Coliseum Agricultural Center Restoration and Improvement Act to provide state funding for restoration of the historic Garrett Coliseum in Montgomery, Alabama, designed in 1949 by Betty Robinson, Auburn University's first female architecture graduate.

Appropriates a minimum of $800,000 annually from the State General Fund to the Alabama Agricultural Center Board beginning in fiscal year 2012, conditioned on the Board maintaining a restoration, renovation, and improvement agreement of at least $30,000,000 with a public institution or state corporation.

The appropriation must be entered into by September 30, 2014, or the appropriation authority becomes null and void; appropriations cease upon expiration or termination of the required $30,000,000 agreement, but in no event shall funding continue past fiscal year 2041.

The Board may use appropriated funds for maintaining, restoring, renovating, and improving the facility or for any legal purpose the Board approves; the appropriation supplements all other appropriations to the Board.
