Creates a supernumerary sheriff office in Walker County for sheriffs or former sheriffs meeting eligibility requirements: either 8 years law enforcement service (4 as sheriff) with certified physical disability, or 25 years county law enforcement service (8 as sheriff) and age 45 or older.

Requires Walker County to deduct 6 percent of monthly sheriff salary and deposit into the county general fund effective upon passage.

Establishes monthly retirement allowance of 85 percent of final salary for eligible supernumerary sheriffs, with cost-of-living increases matching any increases granted to the sitting sheriff.

Provides survivor benefits including full refund of contributions if sheriff leaves office before eligibility, repayment to named beneficiary if sheriff dies in office before eligibility, and 50 percent of retirement allowance to surviving spouse if supernumerary sheriff dies after becoming eligible.

Becomes effective immediately upon passage and gubernatorial approval; allows sheriffs eligible for other retirement plans to elect preferred plan within 60 days of becoming eligible under this act.
