HB686 Summary

• Amends Section 32-7A-9 of the Alabama Code to allow vehicle owners to submit reinstatement fees and proof of insurance to the Administrative Office of Courts, circuit clerks, or county license plate officials in addition to the department.

• Sets reinstatement fees at $100 for first violations and $200 for second or subsequent violations within four years, payable in the manner prescribed by the department.

• Requires county license plate officials to retain 10 percent of collected fees, distributed equally between the official and the county general fund, deposited into a "Special Licensing Officials' Fund" for motor vehicle registration and titling technology expenses.

• Directs the Administrative Office of Courts and circuit clerks to retain 15 percent of collected reinstatement fees, with amounts deposited into the Advanced Technology and Data Exchange Fund and the Clerk's Fund respectively.

• Mandates that 15 percent of net proceeds received by the department be deposited into the Alabama Peace Officers' Annuity and Benefit Fund, effective January 1, 2011.
