Proposes a constitutional amendment to establish the countywide E-911 communications district as the sole E-911 communications district in Tuscaloosa County.

Requires the E-911 district to implement a direct dispatch method within 120 days of amendment ratification, routing all E-911 calls to a central public safety answering point for dispatch to appropriate emergency responders.

Mandates the E-911 board to establish a centrally located neutral dispatch site with costs divided equally among the City of Tuscaloosa, Tuscaloosa County, and the City of Northport.

Authorizes the district to operate pursuant to Chapter 98 of Title 11, Code of Alabama 1975, subject to the amendment's limitations.

Election on the proposed amendment to be held at the first general election following the act's effective date in accordance with Amendment 555 to the Alabama Constitution.
