Authorizes a special election for property owners in the Woodland Creek subdivision (currently in Montgomery) to determine whether the area remains annexed to Montgomery or becomes annexed to Pike Road.

Only property owners who owned real property in Woodland Creek on or before the effective date of the act may vote; each platted lot and unplatted parcel equals one vote.

Election requires 60 percent affirmative vote from qualified property owners for annexation into Pike Road; if less than 60 percent vote for annexation, the territory remains part of Montgomery.

Mayors of Montgomery and Pike Road must jointly petition the Judge of Probate within 10 days to initiate the election process; Judge of Probate sets election date within 20-40 days of publishing qualified property owners list.

Montgomery and Pike Road split election costs equally; property owners may provide their own ballots with specified language; election results may be contested under municipal election procedures.
