Amends Section 34-11-4 of the Alabama Code to add a new licensure pathway for professional engineers with a doctorate degree.

Allows applicants with an approved bachelor's engineering degree plus a doctorate in engineering to qualify for licensure with only four years of experience (instead of the standard four or six years required for other educational backgrounds).

This alternative pathway is available only before December 31, 2015, creating a temporary expedited licensure option for doctorate-holding engineers.

Maintains existing licensure requirements for engineers graduating from approved or unapproved curricula, engineer interns, land surveyors, and land surveyor interns.

Becomes effective immediately upon the Governor's approval or upon otherwise becoming law.
