Establishes a $15 fee for pistol permits in Barbour County, with $9 going to the county treasury for motor vehicle purchases for the Sheriff's Department and $6 deposited into a Sheriff's Fund.

Sheriff's Fund money is drawn upon by the Barbour County Sheriff for law enforcement purposes and office operations at the sheriff's discretion.

Authorizes the Barbour County Commission to increase the pistol permit fee by an additional $5 effective after August 1, 2010, with the increase used solely for purchase and maintenance of motor vehicles for the Sheriff's Department.

Specifies that any fee increase adopted by the county commission cannot become effective prior to the first day of the month thereafter or at a later time designated in the resolution.

Act becomes effective immediately upon passage and approval by the Governor or otherwise becoming law.
