• Unexpended contingent fund balances do not revert to the county treasury but carry forward to the next fiscal year, with the combined total not exceeding $10,000 in any single fiscal year.

• Requires the county commission to establish expenditure procedures that include a minimum requirement of majority vote approval by the commission.
