Authorizes the Lowndes County Commission to establish a "Contingent Fund" beginning with the fiscal year starting October 1, 2010.

Permits the county to appropriate up to $10,000 annually into the contingent fund from unappropriated money in the county treasury.

Allows the contingent fund to be expended for any county purposes deemed in the best interest of the county that are not otherwise provided by law.

Unexpended funds do not revert to the county treasury at fiscal year end but carry forward to the next year, provided total appropriations or expenditures do not exceed $10,000 per fiscal year.

The Lowndes County Commission may establish procedures for expenditure of the contingent fund.
