Denies licenses to persons convicted of a felony or required to register as a sex offender, with right to hearing before the commissioner for denied applicants.

Licensed salespersons must wear an approved identification badge displaying their name, business name, valid phone number, and color photograph while conducting business, and must keep copies of both licenses in their vehicle.

Vehicles used for door-to-door sales must display an approved sign at least 24 by 30 inches on each side; violations constitute a Class C misdemeanor.

Exempts charitable sales by students, Girl Scouts, Boy Scouts, and volunteer organizations from licensing requirements.
