Requires motor vehicle operators to maintain a minimum distance of three feet when passing a bicycle proceeding in the same direction, passing to the left and exercising due care until safely past the bicycle.

Imposes a civil penalty of $500 for violations resulting in a collision that causes serious physical injury to another person, in addition to any other applicable penalties.

Imposes a civil penalty of up to $1,000 for violations resulting in a collision that causes death to another person, in addition to any other applicable penalties.

Excludes civil penalties when a bicyclist is injured in a vehicular traffic lane if a designated bicycle lane or path is present and passable.

Takes effect on the first day of the third month following passage and approval by the Governor, or upon becoming law.
