Expresses legislative support for creation of a Commission to Study A Moratorium on the Imposition of the Death Penalty in Alabama.

Recommends establishment of a public defender pool for capital punishment cases to ensure consistent and fair application of the death penalty.

Proposes a three-year moratorium on imposition or execution of the death penalty, similar to HB280 of the 2010 Regular Session.

Recommends implementing during the moratorium period: American Bar Association Guidelines for Counsel in Death Penalty Cases, due process procedures for state post-conviction relief, procedures to eliminate racial discrimination in capital sentencing, and procedures to prevent execution of persons with intellectual disabilities and those under age 18 at time of offense.
