Alabama claims sovereignty under the Tenth Amendment over all powers not specifically delegated to the federal government by the U.S. Constitution.

Resolution serves as notice and demand to the federal government to cease and desist mandates that exceed constitutionally delegated powers, effective immediately.

All compulsory federal legislation that directs states to comply under threat of penalties, sanctions, or loss of federal funding shall be prohibited or repealed.

Resolution cites the Supreme Court case New York v. United States (1992), which ruled Congress may not commandeer state legislative and regulatory processes.

Copies of the resolution shall be forwarded to the President, Congress leadership, state legislature leaders, and Alabama's U.S. Congressional delegation.
