• Designates the bridge in Ozark on US Highway 231 between Highway 27 East and West as the James H. Kelley, Jr., Bridge in honor of his contributions to the Ozark community.

• James H. Kelley, Jr., retired in 1997 from the Alabama Highway Department (now Department of Transportation) as Division Engineer of the Seventh Division after 39 years of service in civil engineering.
