Urges United States Congress to approve H.R. 4396, the Save Our Energy Jobs Act, with all due haste.

H.R. 4396 would amend the Clean Air Act to clarify that "air pollutant" does not include carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulphur hexafluoride.

Asserts that EPA regulation of greenhouse gases would subject power plants, manufacturing facilities, hospitals, and commercial establishments to unduly onerous federal regulation and jeopardize thousands of American jobs.

Claims regulatory requirements would overwhelm state agencies, which are not equipped to handle the estimated six million permitting requests anticipated.

States that comprehensive federal regulations to address global climate change should only be made at the direction of Congress, not through EPA authority under the Clean Air Act.
