• Urges the Governor and Director of the Alabama Department of Economic and Community Affairs (ADECA) to increase participation in the Weatherization Assistance Program (WAP) and spend all available federal funding for home weatherization upgrades for low-income households.

• The American Recovery and Reinvestment Act of 2009 authorized approximately $71,800,000 in total funding for Alabama's WAP, with approximately $35,900,000 initially available to ADECA for weatherization projects.

• As of the resolution's passage, only about $3,200,000 of Recovery Act funds had been spent on home weatherization due to time required for household eligibility determination and mandatory contractor training programs.

• WAP aims to generate significant energy cost savings for low-income households, particularly those with elderly persons, disabled persons, and families with children.

• Adopted by the House on January 14, 2010, and by the Senate on February 17, 2010.
