Creates a Joint Interim Legislative Committee on Open Meetings Legislation composed of three members from each house of the Alabama Legislature, appointed by the presiding officers of each house.

Committee membership shall reflect the racial, gender, geographic, urban and rural, and economic diversity of the state, with chair and vice chair elected at the first meeting held within 10 days of the resolution's effective date.

Committee shall study all facets of Alabama's Open Meetings Law and draft new or revised legislation allowing public boards and agencies to conduct meetings by teleconference.

Committee shall submit findings, conclusions, recommendations, and proposed legislation to the Legislature by the 5th legislative day of the 2011 Regular Session, then dissolve.

Committee limited to four meetings following the initial meeting, with total expenditures not to exceed $5,000; members entitled to regular legislative compensation, per diem, and travel expenses.
