Recognizes Pena-Esclusa as an internationally renowned author and lecturer who has written six books and is selected to the Brazilian Academy of Philosophy and honored with Honduras's Jose Cecilio del Valle Medal.

Acknowledges Pena-Esclusa's opposition to Hugo Chavez in Venezuela and his role as president of Fuerza Solidaria, an organization opposing Chavez's government.

Credits Pena-Esclusa as a central figure in forming UnoAmerica, a coalition of non-governmental organizations promoting freedom and democracy in Latin America in opposition to the Sao Paolo Forum.

Directs that a copy of the resolution be presented to Pena-Esclusa with the legislature's highest regard and deepest gratitude.
