Creates the Secondary Metals Recycling Industry Interim Study Commission composed of 7 members: two House members appointed by the Speaker, one Senate member appointed by the Lieutenant Governor, two additional House members appointed by the Speaker, and two additional members appointed by the Lieutenant Governor.

Requires commission membership to reflect the racial, gender, geographic, urban and rural, and economic diversity of the state.

Directs the commission to study all facets of the secondary metals recycling industry, including reviewing all proposed or to be proposed legislation.

Commission shall report findings, conclusions, and recommendations to the Legislature no later than the fifth legislative day of the 2011 Regular Session, then dissolve.

Total expenditures of the commission shall not exceed $5,000, with members receiving regular legislative compensation, per diem, and travel expenses only for commission meeting days when the Legislature is not in session.
