Creates the Alabama Task Force on Homeowners Associations composed of nine members: three appointed by the Governor, three by the Lieutenant Governor, and three by the Speaker of the House of Representatives.

Requires appointments from individuals who are members of homeowners alliance groups or employed/involved in real estate, homebuilding, and residential development industries, with membership reflecting racial, gender, geographic, urban/rural, and economic diversity of the state.

Directs the task force to study all facets of homeowners associations, including possible legislation, and report findings and recommendations to the Legislature by January 1, 2011, after which the task force is dissolved.

Provides clerical assistance from the Secretary of the Senate and Clerk of the House, with the Office of the Attorney General assisting in drafting proposed legislation.

Limits total expenditures to $5,000 and provides legislative members with regular compensation, per diem, and travel expenses while prohibiting duplicate compensation if the Legislature is in session.
