Mourns the death of former United States Congressman Charlie Wilson of Texas at age 76 years.

Recognizes Wilson's service in the Texas Legislature beginning in 1961 and in the U.S. House of Representatives from 1971 until his retirement in 1996.

Honors Wilson's role in engineering the defeat of the Soviet Union in Afghanistan through his work on the Committees on Appropriations and Foreign Affairs.

Acknowledges that Wilson received the Honored Colleague award from 100 CIA members, including CIA Director James Woolsey, in 1993 for his contributions to Cold War victory.

Extends heartfelt gratitude and condolences to Wilson's surviving family members, including his wife Barbara Alberstadt Wilson and sister Sharon Allison.
