The Resource Conservation and Development (RCD) Program is funded through the Natural Resources Conservation Service (NRCS) budget of the U.S. Department of Agriculture.

RCD Councils are volunteer-led, non-profit entities composed of local, civil, appointed, and elected officials that address unmet community needs in rural and urban development and natural resource conservation.

The fiscal year 2011 Administration Budget proposed eliminating the RCD Program.

The Alabama House of Representatives urges U.S. Congress to fully fund the RCD Program in fiscal year 2011 and all subsequent fiscal years.

Copies of this resolution shall be provided to each member of the Alabama Congressional Delegation to advocate vigorously for continued RCD Program funding.
