Names the bridge over the Coosa River on Alabama Highway 14 in Wetumpka the Coach Joe "Billy" Fain Bridge in honor of his conservation efforts and service to the state.

Recognizes Coach Fain as a native Wetumpka resident, decorated World War II veteran with three battle stars including the Battle of the Bulge, and longtime coach and educator in Elmore and Montgomery Counties.

Acknowledges Coach Fain's pioneering conservation work, particularly his instrumental role in increasing water flow into the Coosa River below Jordan Dam and his receipt of Auburn University's W. Kelly Mosley Environmental Award and the 1985 Conservationist of the Year Award from the Alabama Wildlife Federation.

Directs proper officials to place and maintain markers designating the bridge with the Coach Joe "Billy" Fain Bridge name.

Provides for presentation of a copy of the resolution as a memento of the honorary designation by the Alabama House of Representatives.
