Congratulates Billy Reid of Florence on winning GQ Magazine's 3rd Annual Best New Menswear Designers in America project.

Notes that Reid, a native of Amite, Louisiana, attended Southeastern Louisiana University and the Art Institute of Dallas, founded his fashion design company in 1995, and launched his first collection in 1998.

Recognizes Reid's 2001 Council of Fashion Designer's Award and his relocation to North Alabama following the September 11, 2001 terrorist attacks, where he opened his first store in Florence.

Acknowledges Reid's mastery of common fabrics such as tweed, plaid, and denim, and his ability to make minor alterations to familiar designs with striking effect.

Extends heartfelt best wishes for Reid's future endeavors through this House resolution.
