Mourns the death of Clinton Williams Taylor of Birmingham, Alabama, who died on February 15, 2010, at age 16.

Honors Taylor as an honor student at Mountain Brook High School who was an Eagle Scout in Troop 28, a debate team member who won first place at the Wake Forest Tournament, and active in the Chamber Choir, Latin Club, and Interact Service Club.

Recognizes Taylor's involvement in Independent Presbyterian Church as a member of the Westminster Choir, acolyte, and youth group participant serving on the Youth Subcommittee and Search Committee.

Lists his surviving family members including parents George M. Taylor III and Mrs. George M. Taylor; brother George Malcolm Taylor IV; sisters Lottice Howell Taylor and Emma Bolling Hall Taylor; and grandparents.

Expresses the House of Representatives' deep sadness at Taylor's untimely death and offers the resolution as tribute to his life with heartfelt sympathy to his grieving family.
