Troy University established the Sino-American 1+2+1 Dual Degree Program in 2000 in partnership with the China Center for International Education Exchange and other organizations.

The program allows Chinese university students to study freshman and senior years in China and sophomore and junior years at Troy University, earning degrees from both institutions.

The American Association of State Colleges and Universities adopted the Troy program as a model for other U.S. universities starting in 2004.

The Alabama House of Representatives commends Hua Jianning, Director of the 1+2+1 Program Office, for his key role in establishing and operating the program on the occasion of its 10th anniversary.

The House directs that a copy of the resolution be presented to Hua Jianning, along with commendations to Troy University, the China Center for International Education Exchange, more than 60 Chinese partner universities, and the American Association of State Colleges and Universities.
