Recognizes the Caucus's five years of achievements since its formation on March 31, 2005, including passage of Tennessee River Protection Acts for eight counties and recovery of $3 million in TVA in-lieu-of-tax payments through Act 2006-655.

Highlights major legislative accomplishments including passage of multiple bills allocating recovered TVA funds, successful gubernatorial veto overrides, and addition of the Tennessee River to the Alabama Scenic River Trail.

Credits the 2010 passage of House Bill 44 (5 percent TVA recapture bill), which returns approximately $6 million to the Tennessee Valley region for education, mental health, fire protection, law enforcement, and infrastructure improvements.

Acknowledges that Representative Grantland's leadership enabled the Caucus to achieve goals previously considered unattainable through individual legislative efforts rather than collective action.
