Tennessee Valley Caucus was formed on March 31, 2005, to serve as a unified voice for the interests of people and counties in Alabama's Tennessee Valley region

Caucus achieved major legislative accomplishments including passage of Tennessee River Protection Acts for multiple counties, return of $3 million in TVA in-lieu-of-tax money through Act 2006-655, and successful override of gubernatorial vetoes on funding allocation bills

In 2010, the Caucus successfully passed and overrode a gubernatorial veto of House Bill 44, the 5 percent TVA recapture bill, returning approximately $6 million to the Tennessee Valley for education, mental health, fire protection, law enforcement, and infrastructure improvements

Hinshaw's leadership and dedication enabled the Caucus to achieve legislative goals in five years that had previously been considered unattainable by individual legislators acting alone
