Commends the Alabama Mountains, Rivers, and Valleys Resource Conservation and Development Council for receiving the National Association of Resource Conservation and Development Councils (NARCD) Outstanding Performance Award for 2009.

Recognizes the council's work with nonprofits, small farmers, senior citizen groups, and state and federal agencies in creating community connections during 2009.

Acknowledges completed projects including boosting life skills in rural and urban communities, supporting Native American cultural heritage, improving child and youth well-being, and helping farmers address drought and energy efficiency.

Recognizes watershed protection and forest management improvements achieved by the council.

Honors RC&D staff and council members from Limestone, Madison, Lawrence, Cullman, Jackson, Marshall, Morgan, and DeKalb Counties for earning the 2009 award.
