Authorizes the State Department of Transportation and county commissions to designate "safety zones" on highways and county roads where multiple serious motor vehicle accidents involving excessive speed have occurred.

Defines serious motor vehicle accidents as those resulting in fatality or serious bodily injury, including to pedestrians.

Imposes an additional $100 fine on drivers convicted of speeding in safety zones, in addition to standard speeding fines, with no additional court costs assessed.

Requires safety zone signs to be posted at least 1,500 feet in advance of zone entrances warning of increased fines for speeding violations.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures by classifying it as defining a new crime.
