SB113 Summary

• Amends Act 2009-750 to require the Comptroller to expand the state expenditures database to include subcontracts and purchase orders in addition to existing contracts and grants.

• Database must remain electronically searchable by the public and include expenditure amounts, dates, payors, payees, and expense objects with links to warrant or check register levels.

• Users must be able to search by any information element, determine total funding to any person from state entities, and download search results.

• Comptroller may withhold payee addresses from public access but must provide county location information; confidential information identified by state entities remains protected from disclosure.

• Effective October 1, 2010; allows vendors and contractors to request confidential treatment of prices or costs through a formal process with hearing and Comptroller review based on reasonableness standard.
