• Continues the existence and functioning of the State Oil and Gas Board under Alabama's Sunset Law, with the board governed by Sections 9-17-1 to 9-17-35, Code of Alabama 1975.

• Requires board membership to reflect racial, gender, geographic, urban/rural, and economic diversity of the state, with the board annually reporting to the Legislature on compliance by the second legislative day of each regular session.

• Mandates all board members be residents and citizens of Alabama and qualified voters in the state.

• Establishes three-member board appointed by the Governor for staggered terms of two, four, and six years, with successors appointed for six-year terms and annual compensation of $3,600 plus $500 monthly travel and office expense allowance.

• Creates nonvoting emeritus status for any board member who has served 19 or more consecutive years, with no compensation or allowances for emeritus members.
