• Amends Section 32-6-233.1 to prohibit parking motor vehicles used for transporting disabled individuals in any designated disability parking space on public or private property unless displaying valid disability license plate or placard and actively transporting a qualified disabled individual.

• Makes it unlawful to park a vehicle blocking access to public transportation bus stops if the parked vehicle prevents persons with disabilities from accessing public transportation using mobility devices.

• Establishes escalating penalties: minimum $50 for first offense, $200 for second offense, and $500 for third or subsequent offenses, with mandatory 40 hours of community service required for second and subsequent offenses.

• Authorizes municipal, county, and state law enforcement officers to enforce this section on both public and private property.

• Directs fine distribution: 50 percent to local law enforcement agency or state agency that made the citation, with remaining fines split between the Administrative Office of Courts and the Department of Mental Health and Mental Retardation for the Individual and Family Support Program.
