Allows any unincorporated municipality in Alabama to annex unincorporated territory enclosed within its corporate limits for one year or more by adopting an ordinance declaring the annexation is in the public interest.

Annexation becomes effective after ordinance adoption, publication as required by law, and filing a copy with a map in the office of the judge of probate in the affected county or counties.

Permits municipalities to annex such enclosed territory of 15 acres or less without time restrictions after initial enactment, while annexations of larger enclosed parcels must occur within one year of the bill's effective date.

Extends to all Alabama municipalities the same annexation procedures previously available only to Class 4 municipalities under Section 11-44B-24 of the Code of Alabama 1975.

Becomes effective on the first day of the third month following passage and approval by the Governor.
