• Amends Alabama Code sections governing municipal elections to modernize candidate filing procedures, election administration, and ballot counting methods.

• Eliminates challenged ballot provisions and instead allows voters whose names do not appear on voter lists to cast provisional ballots that are later verified by the board of registrars.

• Applies electronic vote counting system procedures to municipal elections where practicable and modifies absentee ballot handling to be performed by town or city clerks rather than registers.

• Establishes recount procedures allowing any person with standing to petition for a recount within 48 hours of official canvass, with costs borne by the petitioner unless the recount changes the election outcome.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
