SB164 Summary

• Amends Section 36-25-1 of the Alabama Code to expand the definition of "lobbyist" to include a person seeking to obtain a contract with state, county, or municipal government or their instrumentalities on behalf of a third person.

• Excludes from the expanded definition contracts for utility services where no competition exists or where rates are set by law, regulation, or ordinance.

• Adds this new category as item (6) under the definition of lobbyist, alongside existing categories involving compensation, regular employment lobbying, expenditures exceeding $100 annually, government consultants, and lobbyist staff members.

• Becomes effective immediately upon passage and approval by the Governor.
