• Abolishes the existing State Health Planning and Development Board (SHPDA) and provides for immediate appointment of a new board by the Governor upon the bill's effective date.

• Board composition consists of nine members: three consumers, three health care providers, and three representatives of the Governor, all serving four-year staggered terms with a two-consecutive-term limit.

• Board members must be Alabama residents and the board composition must reflect the state's racial, gender, geographic, urban/rural, and economic diversity.

• Board membership may only be terminated by death, resignation, or for cause, with the definition of "cause" to be established by rules adopted pursuant to the Alabama Administrative Procedure Act.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
