Calls for a special statewide election in June 2010 asking qualified voters whether to hold a constitutional convention to revise the 1901 Alabama Constitution.

If voters approve the convention, 210 delegates (two per House district) shall be elected on the first Tuesday after the first Monday in November 2010 without political affiliation.

Delegates must be at least 18 years old, qualified electors, Alabama citizens for 3 years, and district residents for 1 year; candidates may accept maximum $100 contributions per source and must comply with Fair Campaign Practices Act.

Convention delegates convene June 2011 in Montgomery to frame a revised constitution, with compensation and expenses equal to state legislators; convention limited to 60 meeting days and funding through September 30, 2011.

Proposed constitution submitted to voters for ratification in special election held concurrently with 2012 general election; if majority approves, new constitution becomes effective January 1 following the ratification election.
