SB201 Summary

• Requires the Mobile County judge of probate to conduct a referendum election at the 2010 primary election on the composition of the Mobile County Commission.

• Presents voters with four options: continuing the current three-member full-time commission, or changing to five full-time members, five part-time members, or seven part-time members elected from single-member districts.

• If any option receives 50 percent plus one votes at the primary election, it shall be implemented; if none achieves this threshold, the two options receiving the most votes advance to the general election.

• Establishes that part-time commissioner options require division of total three-member salary equally among members and employment of a county manager with specified minimum qualifications in education, experience, and administrative skills.

• Act becomes effective immediately upon passage and requires Justice Department preclearance before implementation of any commission structure change.
