SB231 Summary

• Clarifies definitions of "new vehicle" and "used vehicle" to include vehicles sold by dealers and vehicles returned without registration being issued.

• Reduces motor vehicle title records fee from $15 to $5 when records are provided electronically or as a printout of an electronic record, with 50% going to State General Fund and 50% retained by Department of Revenue Motor Vehicle Division.

• Eliminates requirement for physical vehicle inspection by license plate issuing officials for utility trailers and motor vehicles not subject to title law when previously registered in Alabama during current or prior two calendar years.

• Permits Department of Revenue to exempt vehicles from titling when deemed no longer cost-effective, to establish uniform surety bond amounts for title applications, and to prescribe alternative methods for lien releases when a lienholder is no longer in business.

• Becomes effective October 1, 2010.
