SB252 Summary

• Establishes the Permanent Joint Legislative Committee on Energy Policy composed of legislative committee chairs, five House members, and two Senate members to develop an ongoing Alabama Energy Plan addressing long-term and short-term energy challenges.

• Creates the Legislative Energy Policy Office with a director and staff to support the committee's continuous study of energy supply and development of policy recommendations on oil, gas, renewable, and alternative energy sources.

• Requires the committee to submit recommendations to the Legislature by the fifth legislative day of the 2011 regular session and each session thereafter, including identification of ongoing actions, prioritized non-legislative action items, legislative proposals, and areas needing further evaluation.

• Establishes eight advisory subcommittees (Biofuels and Alternative Fuels, Efficiency and Conservation, Environmental Issues, Infrastructure and Expansion, Renewable Power and Electric Generation, Research and Development, Technology and Communications, and Incentives) to address specific energy policy areas.

• Limits annual state funding for the committee to $10,000 per fiscal year and provides legislative members with regular compensation, per diem, and travel expenses for committee attendance.
