Authorizes use of electronic uniform non-traffic citations and complaints (eUNTCC) for misdemeanor non-traffic offenses enumerated in Rule 20, Appendix B of the Alabama Rules of Judicial Administration, similar to existing e-tickets for traffic offenses.

Requires arresting officers to issue a summons, notice, or eUNTCC to persons arrested for qualifying offenses, with the option to electronically transmit the citation to court or process it in printed form.

Allows arrested persons to accept a written copy of the eUNTCC, which constitutes a written bond to appear in court without requiring a signature; refusal to accept results in immediate appearance before a magistrate.

Guarantees arrested persons the right to a hearing within 24 hours before a magistrate, and requires law enforcement agencies may impose a sufficient written court appearance bond.

Exempts certain offenses from the eUNTCC process, requiring immediate magistrate appearance for accidents resulting in injury or death, driving under the influence, and suspected felonies; officers violating these provisions are subject to misconduct charges and removal from office.
