• Establishes a new Advanced Emergency Medical Technician (Advanced EMT) licensure category requiring completion of an approved course, passing state examination, and meeting licensed EMT requirements.

• Defines air ambulances as aircraft intended for patient transport to medical facilities, excluding fixed-wing aircraft that do not conduct scene flights, and adds definitions for non-transport vehicles and scene flights.

• Updates emergency medical services terminology throughout the code to use "Emergency Medical Services Personnel (EMSP)" and "provider services" in place of obsolete or outdated terms.

• Adds three new members to the State Emergency Medical Control Committee including representatives from the American College of Emergency Physicians, American College of Surgeons Committee on Trauma, and American Academy of Pediatrics.

• Permits the State Emergency Medical Control Committee and advisory groups to meet and vote by electronic means with proxy voting allowed, and allows member participation by electronic communication to count toward quorum requirements.
