AL SB311

Prohibits any person who has accepted, solicited, or caused to be solicited funds for use in a federal election from transferring those funds to a campaign of a candidate for local or state office, or to a political party with intent to transfer to a local or state candidate campaign.

Makes intentional violation of the prohibition a Class C felony.

Becomes effective immediately upon passage and approval by the Governor.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime.
