SB332 Summary

• Imposes a county excise tax on tobacco products in Chambers County at $.25 per cigarette package, $.12 per cigar, $.25 per container of smoking tobacco, chewing tobacco, snuff, and tobacco paper.

• Distributes tax proceeds (after 2% collection costs) as follows: 15% to county general fund, 25% to fire and rescue protection, 48% to Industrial Development Council, 2% to Valley Haven School, 8% to water districts for feeder lines, and 2% to scholarship fund for county residents.

• Creates a Scholarship Board of three persons appointed by the legislative delegation to administer and award scholarships to Chambers County residents from the dedicated 2% fund.

• Authorizes the county commission to develop guidelines and an application process for water districts to receive funds for installing feeder lines.

• Abolishes the District Community Service Office serving Randolph, Clay, and Chambers Counties, effective September 30, 2010.
